Readers include scientists and technicians in the world. And contributors also include all scientists and technicians in the world. Especially, contributions are welcomed for scientists and technicians in Asia.

The journal covers all fields of science and technology with three sections

Desirable Papers and Articles
Research papers, commentary, the latest trend, open problems, forecast, discussion, news, book review, project's introduction, etc.
Languages for Preparing Papers
Catalog and abstracts will be published in all with English, Chinese and Japanese. The body of papers and articles use any one in English, Chinese and Japanese.
Referee's Viewpoints
Papers or articles contributed will be refereed by the publishing committee or specialists in the same field. Referee's viewpoints concentrate on background, purpose and property of problem in the manuscripts. The manuscripts will be evaluated in depth and width, difficulty and influence, creativity, originality and importance etc.

Publication's Frequency and Forms
From July of 1998, first publish the journal four issues in January, April, July and October every year. In future, publish the journal six issues or twelve issues every year. The journal will be published in printing form and electronic form. For the time being, the electronic form just presents catalog and abstracts in all with English, Chinese and Japanese.
